Doesn’t sound like a great place to make a living.

Turns out it really isn’t. While it was designed as an area for the rich elite, like the Rapture of BioShock 1&2, it didn’t quite turn out that way. Now it’s a slum in a mineshaft, pretty much. Still an impressive sight, with a ceiling height of around 50 meters and huge screens projected on the walls, but it’s full of miserable people in shacks.

The technical systems are operated/controlled by the enslaved AI Ophelia-9. We also know that Ravenlocked patrols the area, that guns are prevalent, and that some sect (it may or may not be Orisha’s Flame worships AI’s and strives to be embodied by them.
